Etsy needs an easy to use section for shipping refunds and damaged packages. This happen, and hiding the problems do not make them go away.
Hi Bruce, did you need help locating the Refund option for an order? I'd like to help if I can, but I am unclear about what assistance is needed.
Go the the order and click on the 3 dots and click Refund. If you are refunding the whole amount, choose Cancel instead (which also refunds) to get your selling fees reimbursed.

@cookiejarbruce If you want to refund the buyer it's on their order in your shop dashboard.
I have been on etsy for years and I still use google most of the time for navigating etsy's website
for example, if i google "etsy where refund", a step by step guide pops right up, but when i search the Seller Handbook for "where refund" i get a blank page with "Nothing here...yet"
Refunding the customer is easy, but I want a refund for shipping when they don't complete the shipping. Also, when I ship UPS, there's a $100 insurance. Let me tell you about all the hoops I had to jump thru to get that. This whole problem needs to be addressed.
@cookiejarbruce Who is not completing the shipping? Are you saying the item is lost? You make a claim with USPS but that does not cover shipping. USPS does not reimburse for shipping.
If the item was over $100 or you wanted to include shipping then fill in the area for Shipsurance on the label. That is the total amount of the purchase.
Not sure what you are having difficulty with. The ability make a claim is explained in Help and then you follow through on the order. The how it is explained in Help.
I'm sorry you are having difficulites but I find Help to really and truly Help when I have questions about how to do something.
Yesterday I dropped off a glass baking dish at the UPS drop off point. They broke it, and refunded the cost of the dish. I paid 7.08 to UPS for shipping, and I want that back. The UPS driver refused the pickup. The UPS website has a place for claims for broken items, but I could not find a place for my shipping to be refunded. In another case, USPS changed a small package to priority mail and the charged me more. I read the rules and my package was correct. I filed a claim, never heard from them again. All these problems need to be streamlined.
@cookiejarbruce: "... but I want a refund for shipping when they don't complete the shipping ..." Understandable, but this is something to take up with the shipping courier you use and depends on the insurance (or self insurance) options you choose - this is not an Etsy issue.
If you want your shipping back, you have to include it in the value of the package when you purchase the insurance.
On Piirateship, I have no trouble getting refunds when the post office ups the cost of my packages erroneously.
That's the problem, they make it too hard to do. I assume they hope you just go away.
Here's the kind of stuff I run into. I wanted a refund of the shipping charge, but they don't read it, they just assume they know what I want. It's hard to deal with people that don't pay attention...................Thank you for contacting us.

@cookiejarbruce I’m not sure why you’re chasing a refund for the shipping charge via an AI bot managed service. If the clerk handling your package dropped it before the delivery driver called to collect it, then they should be your first point of call for recompense. If the service doesn’t generally refund the shipping charge, then going round in circles with AI certainly isn’t going to get you anywhere, other than extremely frustrated.
