Etsy sent me these questions in order to open my account again. I went to my account and my page says I am not selling on ETSY right now. I let etsy know I believed someone hacked my account Are these questions normal has anyone had this experience?

Those do sound like the kinds of question when they see suspected activity.
Backtrack, though, and think through all your communication surrounding this. Did YOU report you thought it was hacked? How did you report it? Meaning, did you go through the help or call center? Or did you Google a phone # or email address? If it's the latter, then you may have opened a hornet's nest.
How did you receive this list of questions? Was it on your dashboard? Was it a message in the "from etsy" section of your inbox? Or was it an email or other random message?

for this, it's an e-mail, it isn't an etsy message, so isn't in the from etsy folder
they may ask for the last 4 digits of your card, but NOT all the card number
they do NOT give you ANY links to click at all
if you go to security, where you set up 2fa, and scroll down, you can see those that have logged in, if any are not you, you've been hacked.
Your shop looks open to me. I assume you are able to log in okay?
You never told us how you received the message (Etsy message with email notification or just an email?)
If it was just an email, check the email address of the sender.
I did review the book yesterday I didn't know this was a violation I needed to know if the message was legitimate.
