I am requesting 1 star reviews be removed for order. The customer ordered 2 plants which were shipped and delivered. The customer immediately submitted poor review for each order. The customer also contacted me explaining that the plants were wilted. As a courtesy, even after the poor reviews I replaced her order and delivered a replacement plus 4 additional plants free. I shipped her replacement order with priority mail so she would receive quickly. I asked her to consider submitting an update. The 1 star reviews are still active.
is this something that can be resolved since I successfully replaced orders?
They remove for very limited reasons. Sharing personal data like an address or email etc, swearing or the hardest to get a removal for, things outside the seller's control. If they just say I didn't get it..no removal. If they say the mailman threw it over the fence into a puddle and destroyed it..they might remove that. It arrived wilted/dead..nope.

a courtesy?
the plants arrived dead.
she even shows photos of them.
you either had to replace or refund.
did she ask for replacements?
did she ask for a refund?
you did not mention that part.
etsy is NOT going to remove the reviews.
Because what you sold is actually not allowed to be sold on Etsy, it is best not to make a fuss.

@TheCigarBoxGarden: In addition to the other comments here, removing a bad review is illegal in most jurisdictions. In the US, the Consumer Review Fairness Act lists exceptions that are very carefully spelled out and your situation does not seem to meet any of them. Bad reviews is just a cost of business.
@TheCigarBoxGarden Under the review is a "report review", but in your case the buyer did nothing wrong so you can't report it.

Etsy follows this.
It is up to the buyer if she wants to change her review. Just don't reply to it yet. Otherwise it will remain as there is no reason to remove.
In this heat in many areas it probably would have been better not to sell plants.
Poisonous nightshades can't even be sold here. And your buyer's review does not meet etsy's criteria for removal
@TheCigarBoxGarden We would ALL love to have any poor reviews removed! Unfortunately, it doesn't work that way. You were supposed to replace the wilted plants as customer service, not as a bribe for her to change her review.
I would just reply to the review that you have replaced the plants. I would not mention sending freebies or anything else. Just say you are sorry that the plants arrived dead and that you have replaced them, then carry on.
And no, Etsy will not remove this--no point in using up customer service resources with a request.
