The closure of your old Payoneer account is not a big issue. You can still add the details of your new account.
However, as far as I know, the account holder name (seller name) cannot be changed.
As long as you open the new Payoneer account under the same name, there shouldn’t be any problem.
Create your new Payoneer account:
Make sure the account holder's name matches the name on your Etsy shop.
Etsy requires the names to match for security and verification reasons.
Go to your Etsy payment settings:
In your Etsy dashboard, follow this path:
Shop Manager → Finances → Payment settings
Update your Payoneer account:
Under the "Deposit method" section, click “Update” or “Change.”
This will redirect you to the Payoneer login page.
Log in with your new Payoneer details:
Use the email and password for your new Payoneer account to log in and connect.
Verification process:
Etsy or Payoneer may ask for email/phone verification. If everything is correct, your new Payoneer account will be linked and set as the active one.
Important Notes:
If there's a name mismatch (between your Etsy account and Payoneer account), the system may reject the connection.
The old Payoneer account showing up is not a big deal – once your new account is linked successfully, it becomes the active one.
You can also go to Payoneer’s settings and “unlink” the old Etsy connection if needed.

there could be other reasons the verification is failing, the country, tax ID, address, etc etc all have to match the country you are opening a shop in.

As only 1 payoneer account is allowed per person/ID, and etsy does not allow ownership/id of shops to change, they do not allow a different payoneer account to be linked.
There are many posts like this, the only way to fix it, is through payoneer, and getting your old payoneer account re-instated

@Eliythemerald did the solution posted by @DigitalFileArtCraft above work?? I'm interested to know because the current understanding is that you cannot change the Payoneer account once it is connected to your Etsy shop.
