Refer A Friend Link Not Working

Hi everyone, is anyone having any issues with the refer a friend link in the seller handbook to the Referral Page? When I click on it it brings me to my shop listings in dashboard. I have a friend who wants to open an Etsy shop and I want to send them my link but can't seem to get to it. Any other ways to get to this link?

When I click that link, it brings me here:

I have no idea why it would work differently for you.  Are you aware of a promotion?  Just curious how many free listings Etsy is offering these days.

Never mind about the offer.  I see it is 40 free listings!

Mines not working anymore either. I'm trying to help a friend set up a shop.
The first time few times I've clicked on it. It works. But it doesn't anymore. 
It brings me to the open shop page. But the blue button link to actually open the shop isn't clickable anymore.

And support is absolutely no help.
