Not Publishing My Listing

I do what I need to do with all the steps, but there is not a publishing icon so I can list my new listing so I saved it as a draft. What is going on here.

Are you trying to do this on an Etsy app or via browser? Hard to provide assistance without that kind of information as causes and solutions (if any) will differ.
