Every Month I meet All Of The Star Seller Requirements Except The Minimum Order Value, Which I have No Control Over. Why Do I never Receive Any Of The Individual Badges On My Shop Front Except A "Top Shop For Gifts"! Every Single Month I have 100% Message Response Rate, 5.0 Average Rating, 100% On Time Dispatch And Tracking And 5 Minimum Orders. I never Get A Single Badge For These On My Shop Front.

You've answered your own question. You have not yet met the minimum sales requirement. You have to meet that to get any badges.
I honestly don't think it's fair but I believe they do it because they don't want too many Star Sellers. Yet the cheating resellers get one because they hog up the sales.

@EligiusJewellery . 5 orders within the three month review period to qualify for Star Seller. Those orders will still need to total $300 before shipping and taxes.
This annoys me too. Just like you, I have always met 100% on all the requirements except for the $300 plus in sales. I would have to double, or triple my prices, and make zero sales, since I have to compete with resellers over pricing cheaply made junk from overseas, sold all over the internet. Even worse, there is now a filter for Star Sellers. Makes me question if it's even worth the effort anymore. I love what I do, but, come on now...

That is why I came here, just to look for answers. I am almost positive I used to have all the badges except min. sales, which I only sometimes have, even without the Star Seller badge. Though now, with just the other categories at 100% there aren't any badges. Did we not used to get the individual badges?
If it even matters, I do not know.

Be grateful for small mercies - that is a positive message to your customers.
If you were to qualify for the badges BUT lost out on the Average Rating Badge (the only one you don't have control over) because of a 'rogue' 4 star review, your badges would tell your customers you answer messages and post on time - pretty lame to be honest. It doesn't say anything about the quality of your products or your Customer Service.
Seriously, I'd sooner opt for "Top Shop For Gifts" any day.
