New debit card

I don't know who to contact, or where to express my problem. Please if you can help me or give me an email where to send my case.
I contacted two Etsy operators in chat last week because I had to delete the old debit card (was expired December 2023 and this card was very old) and put in a new card. The reason was because the new debit/recharge card that I put on Etsy is not being accepted for my store, this card being the same type of card that I have used from the first day in 2012 until now. The card works correctly, last week I habe recharge it since my bank account, and purchased with the card on Etsy, the purchase was completed and paid. Paypal, Ebay and Amazon have accepted the new card.
I deleted the old expired card and the new one is already set as the default card as the chat operators advised me. I did a first recharge, in case this is necessary to activate the new card. And I have already purchased with the new card here on Etsy. The card is correct and works. But I see still these messages appear in red on Etsy and the balance of a sale has been withheld.
I have dolls to sell, but I don't dare activate ads, since the balance of an ad that I made as a test for €3 and my husband paid with his card has been blocked and will not reach my bank account.
Please anyone can you explain to me what is happening and what I should do to solve it.

some rechargeable cards you can buy on etsy, 

but unless they accept international transactions, you can't use them in the billing section

It is a debit/recharge Cyber Visa (Exclusive for online purchases). I have always used this type of card associated with my bank, the first years it was Visa, then they changed it to Mastercard, and now it is Visa again. It never gave me any problems and Etsy always accepted it, and has accepted it since it says it is linked to my account correctly, but for some reason it keeps asking me to attach a new card, as if it did not recognize or accept it. It doesn't make sense, it's the same type of card as always, I just ordered a new one and deleted the other one because it was already old and expired in December. I don't know what the problem is, I don't know if they are waiting for confirmation from Visa or my bank or something similar, and it takes days. I hope it's just that, because transfers of money from Etsy to my account are blocked just for this.

not sure how they work,

but you are not purchasing online

you are paying an international bill

......

people have had problems with postepay cards,

the postepay standard doesn't work anymore, for billing, but works for buying

it has to be postepay evolution, as that is the international one
