One of my orders was a local order and the customer picked up from me and didn't have to pay shipping = no tracking. How can this be adjusted in my star seller dashboard/shop?
you cannot adjust it.
and it will count against you for the star seller badge.

This policy needs to be changed. If Etsy still wants their cut of sales they should allow local pick up as a drop down of shipping options.
This is unacceptable for Esty to NOT allow for local sales you may get, and it be counted against you.. Very bad business for Esty to do this practice.
Not sure if to much time has passed for it to take in affect to adjust your badge or if when you mark an order complete then afterwards adding tracking will change the stats for the badge.
I believe I have read that others had purchased a shipping label and just mailed the customer their order slip and a thank you note. I know you might feel that you are having to pay for an unnecessary shipping label but to meet the criteria in getting the badge, it is a necessity. In such occasion, I would inform the customer that you will be shipping their order slip to fully complete the order through Etsy or set your prices to include the shipping cost.

without it, people could say all day long that they did this, when they did not.
At least, Etsy doesn't hold back your money until you ship (Amazon does...)
If the credit for the sale is critical, then you need to send them something (maybe a small card) that you do purchase tracking on...yep, will cost you $4 or so to do it.

Only you can make that call. But if you are allowing local pickup, then that's fine. But, you will not receive shipping credit for that sale.
Sellers who chose not to follow Etsy rules should not be allowed to complain about it in the forums! JMHO
