Listing price will not update

I've been having trouble with one of my listings since I created it a few months ago. Because I don't charge for shipping I put a different asking price for Canadian vs American orders. For whatever reason since the beginning all American orders are being charged the Canadian rate which causes a financial loss every sale. When I view the thumbnail of the listing it shows the appropriate prices but when I go into the listing it shows both options at the Canadian rate. I can't count how many times I've tried to change this and re-publish and refresh the listing. Nothing changes. It seems other people have had this problem but their suggestions has not worked for me. Any tips would be greatly appreciated.

Charge for shipping. You’re doing it anyway by having different product costs. Then set one price for the product.

I don't charge for shipping because this way I can claim the shipping costs as a business expense. But either way there's many reasons to want to make a price change so there should be a way to resolve this.
