Listing form totally messed up

I am trying to list a physical handmade product. The listing form won't let me publish it until I upload a digital file. It also says I have no Sections and I have 20. And it won't let me change the return policy from No Returns to 30 Days, then gives me a warning that I must give 30 days for EU orders. There is a padlock on the return policy and I can't change anything.

Is this the "new" listing form? I am still using the old one and I have not tried the new one yet.

I have no problem with the new listing form.  Check to see what you marked if this is a brand new listing.  The first block is where you choose digital or physical.
