How do I create line breaks and paragraph breaks in the "instructions for buyers" personalization section? A live chat representative said this can't be done but I see sellers doing this with their listings.
Not sure if you have licensing, but I don't see that in your listing descriptions.

Okay, made me look. I must say after 10 years on Etsy and reading these message boards, this is the very first time I've seen a seller include any licensing in their listings. Good on you!
Just a thought for you...once upon a time, I'd considered doing clocks (the dials) using the round shields each branch of the military uses. They'd be perfect as clock dials. But alas, I did my homework, and learned those logos are "intellectual property". So I pursued it no further.
May I ask? How did you put bullet points in your descriptions?

To put the bullet points as green or red dots I send myself a text message containing them. Then I copy them from the received text and paste them into the description section of my listing.
Unfortunately the same process does not work when trying to put line/paragraph breaks into the "instructions for buyers" section of the listing.
@SoulFocusBracelets: If doing a carriage return does not work, have you tried pasting in a text document? If that section is like others, Etsy does not allow HTML or RTF formatting.

Yes, I tried that but it's not working. At least it does not look like it's working when I "preview" the listing. And I don't want to actually publish the listing in case it doesn't work then either.

Try Googling soft return or hard return and see if anything suggested works on Etsy.

Maybe Ctrl Enter to get a paragraph break.
For bullet points try using the Ascii chart or the Aldus Character Chart. For example for the copyright symbol, press the ALT key and type 0169, and it will give this ©. You must use a numeric key pad. You can find the ASCII symbol chart in many word processing programs. Also google the Aldus Character chart, and print it out for reference. I have used both of these charts for years.

But I would put the license right up front in your description, simply because many people don't read all the descriptions.
