I just received a message from a buyer that their item shows delivered, but they did not receive it.
The tracking information shows the item was delivered over 7 weeks ago! On March 4th, it is not April 25th.
Not sure how to handle this, any advice or similar issues would be appreciated!
Reply back to the buyer that the tracking shows the item was delivered. Ask them to check with housemates and neighbors to see if they took in the item and forgot to give it to the buyer.
Did the buyer send you a Help message? You have 48 hours to discuss this with the buyer. After that they can open a case with Etsy. Etsy may close the case seeing the item was delivered or they may refund out of their own pocket.

You will need to find out of the package was actually delivered to the buyers address ... ask PO for GPS coordinates ... if they match the buyers address, you do not need to do anything as you fulfilled your obligation. However if it was delivered to a different address, you will need to refund the buyer. If it was stolen by porch pirates or mailbox monsters, the buyer needs to file a police report.
