Didn't you put ''UNDER CONSTRUCTION'' when you were setting up your Dashboard > Shop info & Appearance? That's not something that Etsy would put there. You can edit it by going to the Shop info page and click 'save changes' at the bottom when done.
When you go to publish the listings, are you seeing any warning in red letters, indicating you left out some pertinent information?
