I have sold a digital portrait only to have sent the wrong file to the customer (my mistake)
is there a way to resend the file via Etsy once the order is marked as completed ? I looked but could only find options to refund or cancel but nothing about resending…

Resend from your device to their email as an attachment.
Just send them an email with the file attached.
There is no way in the Etsy download system to update the files(s) a customer has access to for a previous purchase. They will only ever have access to the files that were there when they bought it. If you fix the file, then any new orders will get access to the correct one.
You can do as mentioned above and email the file or put it on dropbox or similar.
Otherwise you would need to cancel the original order and have the customer re-purchase after you update the listing with the correct file.
I would send it to them via email as well as in an Etsy message (so there's a trace of it in the Etsy system).
Thanks for the replies. Unfortunately I cannot email the file as it is too large…
I managed to share it using Google drive and I sent an Etsy message to the customer who confirmed they were able to download it from there.
You can send large files via email with wetransfer.com
