I got an order from a friend. I made the order and hand delivered the item. Marked the item as shipped and complete. And I still got a negative score
If you are referring to Star Seller data then yes, that's correct. Etsy covers this in the Help Center article about star seller here

specifically this bit-
"What if I offer local pick-up or delivery for my items? At this time, orders that don't have tracking because they are delivered or picked up in person will be considered shipped without tracking, and will not meet the Star Seller criteria for shipping.

When you hand deliver or have a local pick-up, you have to mark the order as complete. Purchasing a label or adding a tracking # to an order marks it as complete but this doesn't happen with hand-delivered/local pick-up orders.
And Star Seller will count hand delivered/local pick-up orders against you - because it isn't tracked.
But if I have a request for a local pick-up - which does happen from time to time - I still do it.
People near-by may prefer local pick-up for speed (one customer drives by on her way to work - and she wanted to get going on her project),
to reduce risk of breakage when shipping large, fragile, glass items in the mail, or to save money on shipping (I refund the shipping costs for local pick-ups).
I prided myself on customer service long before Etsy invented Star Seller badges - and I refuse to let Star Seller badges degrade my customer service by letting badges become more important than actual good customer service.
if you want it to be counted as tracking, buy that pitney bowes tracking for the price of a stamp, stick it on a letter, send it empty or enclose a note or whatever, and mail it to your friend. It's buggy as all get-out and it won't actually track jack, but you bought it from Etsy, so it counts as tracking for Etsy.
