I contacted Etsy about the shipping rating dropping even though all my items were shipped on time. I received an email back stating that they see that it falsely dropped my shipping rating and then informed me they can't fix the rating for me... so you designed this program and can't even make it work right... this program is the most ridiculous thing ever!! Just remove this program and go back to the old etsy that use to actually remove IP thieves and mass manufactured items.

The only rating you're missing is the message badge. You have the shipping badge. In fact, your shipping badge is exactly like mine and I've got a 100% shipping rating. Buyers won't see that your shipping rating dropped.
the issue is that this dropped my rating from 100 to 89% which means I will lose that badge next month... my sells are way down and my PDF sales do not raise this percetage
Were all your shipments sent with tracking? Is this for next month? This month you didn't get it because of a low review. That will affect you for a few months.

yeah my reviews are back up now... I lost my reviews badge last month because of a spite review from a shop selling other peoples IP
When you say shipped on time does that mean within your processing time frame and did USPS show the item accepted and in transit. If the item shows as not in transit then according to Etsy it has not been shipped.
The 2nd half of the equation is that it be accepted within your processing time frame by USPS. If it is not then it is considered shipped outside the processing time frame.
It's a very slim margin. And yes Etsy will change only sometimes with extremely good reason.
If you continue to have the best customer service you can then don't sweat the badge. Just continue doing your best service.
For the shipping you either have to have a printed label from etsy by the ship by date or usps tracking with acceptance. I purchased through etsy and the item had an immediate tracking number applied to it
