Draft listings won't load so I can't active them. I have tried for weeks going through the Help Ctr

How can I get Etsy to call me?  I have request it numerous times are they are unable to help me via email or Chat.  I am beyond frustrated.

Not sure what you mean by they won't load?? Did you try resetting your modem? That usually clears loading problems.

I would try different browsers on different devices, i.e. desktop, laptop, tablet, phone. I would also try the seller app. You may have already tried all this, but other than that, I have no suggestions. I’m sorry.

It's not clear if you have having an issue publishing a listing because of the listing itself or because of network issues.

Are you getting an error message when trying to publish a listing? If so, scroll through the listing and look for anything in pink and/or for a message that Etsy puts at the bottom of a listing ... e.g. quantity is missing. I've had problems publishing listings when using a very old listing as the template for a new listing. One thing Etsy told me in that case was to check the attributes. Variations is an attribute and when I removed, the listing published and I was able to re-add the variations.

If it's network related, try a different device, network, browser, etc. Some networks or device security software may block certain sites or addresses. Try resetting your network router. If you're using a phone, try using a computer or switching the phone to Wifi.

Why or what specifically is the issue?  Are you unable to get the draft listing page to open?

What device and browser are you using?

Have you tried on other devices, or tried using other browsers, and do you still have this issue?

It sounds like you are caught in an ongoing glitch.  I am pretty certain Etsy help can't help you (as you have now realised so I wouldn't waste any more time trying!).  If I were in this situation, I would log in using a different browser altogether such as Chrome or Firefox and/or clear your cookies and your cache but personally I think a new browser is the way to go and it is definitely worth a try. 

Alternatively, can you make fresh live listings by copying and pasting the text from your draft listings but don't put these new listings in drafts, publish them immediately to see if it will take.  You could do a skeleton listing just to see if you can get it to publish and then you can add all the proper detail later to save you spending ages getting a new one right if it ultimately won't publish.
