Etsy may block your messages if they suspect you are sending SPAM. You will just have to wait until the block is removed. Only send messages to users who have contacted you first or if you have an important message relating to a paid order.

You can not just send messages to everyone when you like .

That why you are banned .

You can contact your buyer regarding  purchase or delivery , promotions can be considered as a spam

you need to wait until the ban is lifted,

then make sure you don't spam again, it is illegal in many countries, you should be thankful that you still have your shop
