I recently sold a digital artwork, and the buyer has downloaded the file and completed payment. However, the buyer cannot leave a review because I cannot mark the order as completed. When I go to ‘Shop Manager’ > ‘Orders & Shipping’ and click to mark the order as completed, a checkmark appears, but nothing actually changes. The order still isn’t shown as completed. Can you help me?
Was it an instant download, made to order download, or did you list it as a physical item?

if it is not made to order, you don't need to mark it as complete,
If it was made to order (custom) they can't download it until you mark it as complete, this is how to do it for custom
