I'm a seller. Buyer asked ti can el but £228 of fees has been taken from my bank!!!
If you don't have enough funds available in your payment account then the required funds for a refund will be charged to the card you have set up for billing.
There are no fees for issuing a refund, in fact Etsy will return all fees paid by you for the sale and transaction.
@SouthCoastFireplaces I'm confused by your 'previous buyers post' listing. Buyers should only leave a review if they purchased from you via Etsy. Also, you can't charge a buyer to leave a review.
What you are doing here looks like fee avoidance and/or falsifying reviews - both of which are prohibited.
Also, all listings on Etsy must be for an item for sale (physical or digital).
Duplicate post/thread, you started another thread on the same issue:

It is best to stick with one thread and all the help and info stays in the same one, rather than being split between two and can get confusing.
Etsy refunds the full amount the customer paid, to the customer
and take it from you
Etsy looks at "available to deposit" and takes what they can from there
If there is not enough there, they take the remainder from your billing card on file, if that is your debit card, your debit card provider takes it from your bank.
Etsy then refund all the fees to your Etsy payment account
you do get it all back
If you cancel, rather than just refunding, you also get the 20p listing fee back
