I am having the same trouble. When I press the + square in the Etsy Seller Application to upload a photo to a listing, nothing happens, period. I used to be able to create listings including photos on my phone, upload photos to listings I drafted on the desktop, or upload photos to existing listings. Currently, I can't upload any photos to any listing.
I have an Android 11 phone (Motorola Moto G, bought in 2020). I deleted the Etsy Seller Application and reinstalled it. I restarted my phone. No joy. I read online reviews of the application from the Google Play Store, and there Etsy's usual response was to use etsy.me/contactsupport -- but I tried that, and was just told that the support team will be working on it. Not holding my breath.
For me, the ONLY reason to have the application taking up space is easy photo uploading, and if I can't do that I might as well go back to photo editing using the GiMP (better than anything in the phone, but many more steps!). Looking at the threads here on the forums, this is an ongoing issue that has happened since the new application rolled out in March 2023. Responses to earlier threads just say that Etsy is working on the problem. Has there been any progress?
