you have no sales, so no customers
there are 2 possible things
1. it's a phishing message, asking you for e-mail or bank account details to complete an order, and then scam you out of money, and etsy have caught them, and closed them down.
If so , mark it as spam and ignore it.
2. have you been contacting non-customers with messages?
if so, it's spam and illegal in most countries, etsy normally puts a hold on messages for 2-4 weeks the first time sellers do this as a warning,
no shops have ever come back a second time, so I assume they are shut for repeat infringement.
and you have this message
