No. Your friend has to contact Etsy.

No. There is no person he can write to or phone number he can call. He has to use the Contact menu.

Only Etsy can help him not you or anyone else in the forums. Where he is located has nothing to do with it.

@3dsmolds - Have your friend check his email. Regular in-box but also spam. Often when there is an issue with the account, Etsy will email the shop to say a credit card has expired or whatever the issue might be. If they can access this, possibly they can reply and get help through that email if one was sent.
