Etsy phones are down. Submitted a request for a call back ages ago.
Most people find if they refresh the page enough it eventually comes back.
What is the Etsy support phone number?
You can't call directly anymore. You have to go through a long menu. Here's the process: go to Help Center, scroll to the bottom of the page, click on the button "Contact Etsy Support", select "Selling on Etsy", then select from the list of help categories, for example - "Managing my shop and listings", then "Manage listings". If you scroll to the bottom of that page you'll find a button "I still need help". From there you can click "Have us call you" where you enter your phone number for a call back.
By the way, the call-back is working again.

If you have a simple problem, the phone support is good, and they usually call back in 2-5 minutes. Trouble is, they have their binder of typical answers that they can read from. I only call when I have a complicated issue and they rarely know the solution.
You usually can't request a call back more than once in a short period of time. They responded to my initial call back request. However, I will say that phone support rarely knows the solution to the problems. The typical response from them is to put you on hold while they "investigate" the issue, then after a long period on hold, they refer the problem to someone else who will only communicate by email. I was referred today. I asked the phone support person what they were going to tell the email support person and they gave me a completely different take on why I called that had nothing to do with my specific issue.
The passing of the buck to email support has never led to a solution for me. Pfff. We shall see.
@SoSylvie thank you! I've been trying to get in touch with them for a while and getting the same thing through chat. Was hoping that a phone call would help, but sounds like the same run around. I've got a support ticket open, so I guess I'll just keep waiting. UGH!
Never did receive the email support that the phone support person referred my issue to.
There is a big problem going on with the verification process for many sellers (I am one) they are likely inundatedy. I got a call back this morning. I suggest trying early in the day (I called at 8:30EST).

you can get directly to support options without going through the links. since it became difficult to actually find the right links, i started collecting them when sellers mentioned they worked. i’ve read they often do not work outside the usa or are available during non-standard business hours (m-f 8-5).

if you do email them you *should* get an automated reply and once you do, you must reply to that email above the line of asterisks that their automated best guess solutions did not work. all you have to say is something like “i still need help” send the reply, and it should stay active. it’s critical that you reply to the automated response you receive and don’t send additional emails thinking it will speed things up (this actually slows things down.)

@DreamGreatDreams Looking through my bookmarks, next to my Help Request link I see that there used to be a Customer Service reporting option. Ah, the good ol' days
