I am a handcraft jewelry seller on ETSY, and there is a customer buying a ring from us, and she measures the size is not correct with her tool, we agree to have the item exchanged and resend it to her a new one, even though the one she sends back is a little damaged, however, I still want to help the customer.
After two times of exchanges, I decide to return and refund the order and stop the ridiculous process of exchange over and over again.
Now she had the refund and still requests need a new exchange ring, if not she will choose to go for the next step and said that won't look good to me, and if I do not want to know the next step.
What is my best solution?
She filed a report of theft? But she got a refund? She can't claim theft when she got her money back.
You need to make sure the order is canceled and not just refunded. Then you will be done with her. Even if she tries to 'report' this to anyone, it's not going anywhere. If you had kept the ring she sent back and not refunded then she could possibly have a case, but not if she got her money back.
She has a refund and sent you back a damaged ring? What's the next step? A bad review? I would just accept that, and reply to it honestly.
She said she had been forced to file a local theft internet report, whod will have to contact the state of california. And wrote this as part of the ring. Filing something under 80 dollars for internet theft.

update your listing to disclose that you are not selling diamond rings. Someone buys one, and they can get the ring, get a refund & keep the ring.

only in the listing do you say the stone is a zircon. And honestly, I'd doubt that at your price. It likely isn't gold either. Because the cost of gold is also higher than what you're charging.
you may think this is being nitpicky and nothing to do with the issue, but I say it is. Why? Because you are giving customers a lot of ways to take your money AND your items. And leave bad reviews, too.
suggest that you provide this customer a complete refund if she bought any 'diamond' ring. Suggest you then put your shop on vacation until you update your listing to be truly upfront about what you are selling.
a 2.25CT diamond ring costs thousands of dollars. People may think they are getting one heck of a deal, but if they don't get diamonds...you're on the hook

Are you saying that you provided two different rings with which she was unhappy? Did she return both rings, and you've fully refunded her? If yes to all questions, then I would simply do no further business with her. If she places another order with your shop, Cancel the order so that she is fully refunded. Don't worry about a bad review as she'll likely leave one anyway. You have very good reviews at this point, so one bad one will do no damage to your overall rating.

If you refunded the order, go make sure that it is also Canceled. Once the order is canceled, there is no other "next step" for her to take. I believe the customer has a few days to leave a review if they want to but once those days are up, they cannot leave a review.
If she chooses to purchase another item, cancel and refund it immediately. If she is threatening you, send her messages to spam and notify Etsy of the threat.

Since her tool for measuring her ring size is inaccurate, I would suggest she go to a jeweler and have her ring size measured and that you can not help her at this point. Hopefully, she won't go to a jeweler and won't be back. If she is, just repeat that you cannot help her and suggest she find another shop.

It is very annoying she keeps contacting me, but there is not any solutions to keep this customer away, she can always find some other method to reach out.
Just send the Etsy messages to spam, don't even bother to read them.
If she emails you, most email providers provide a way to block a sender--or send her emails to your spam folder also.
