According to the Etsy Star rating system, I am getting customers giving me 2 or 3 star reviews. When I check my records all I can find is lots of five star reviews and a few four star reviews. Where do Etsy get their information? How do I complain?

Your reviews are on your shop home page. Click on the stars at the top of the page. Sort by Recent (not Relevant).
Etsy get their information from your reviews. You should make sure of your information before you complain.

I don't know if this helps, but on page 7 of your reviews you have a 2 star and on pages 11 and 19 you have a 3 star review. I didn't look any further.
You have a 2 star and a 3 star in April. If you go to your shop and sort reviews by newest first, it is easier to see them.
During the month of April, you had 6 less than 5 star reviews and 2 in February. You have had 3 in the month of May. If you are talking about star seller, it takes 19 5 stars to counterattack each less than 5 stars. Also, you will lose the Feb. for next months rating, but you are adding 3 4 stars in May. May 14, 20 and 21, you received 4 stars.
During the 3 months of Feb. March and April, you had a total of 8 less than 5 stars.
Four star reviews count the same as a 1-2-3 star for star seller purposes.
There's nobody to complain to. The numbers don't lie.
