Etsy deducted 16000 TL from my Credit Card during the Account Verification Process. It shows that there is one order in the system, but I still cannot see the information of the person who placed the order. He wants to withdraw payment again. What kind of system is this? There is no one to help in any way.

It was a SCAM!!!! Call your credit card company immediately.
You clicked on a fake message and took yourself off-etsy.
Real messages will always be in the "from etsy" section of your inbox.
If they ever need any "verification" of your ID or financial info, there will be a notice ON YOUR DASHBOARD.
I'm so sorry, but the "Sale" was fake, and you fell for a phishing scam. When you turned over your information, the scammer stole your money.
When you get a REAL sale, the sale will show on your shop dashboard, and the payment will show in your shop payment account.

You need to contact your bank and block your card, do not give out personal or financial details to a stranger via messenger, no matter who they claim to be. Do not click on links or download images via messenger, not just on Etsy

I believed the scammers for the following reason, because I read a post on etsy about taking reserves before the first order ...

asking specific questions in the forum will get you both correct and incorrect information, and bunches of opinions, etc.
Etsy might HOLD a reserve on money paid for an order during the first months of a shop opening - but never before a customer pays for an order, and never off of Etsy site itself.
Etsy has control over our orders, they hold the money and disperse it. There is no reason for you to ever go off of Etsy to give anyone money.
Etsy never takes money from your account unless you have a bill pending. Reserves, means that the money from sales that you make are kept on hold for a period of time.
You have no sales in your shop, you only have a sale when it shows in your dashboard under orders.
There are warnings all over the forum, website and just below the message box to be aware of scammers.
The messenger is like any other, whether on a marketplace, your phone or social media, anyone can contact you and claim to be someone they are not.
You willingly provided them with details or clicked on a link to take you off Etsy, you need contact your bank and see if they have a fraud protection in place to get your money back.
Etsy can not do anything for you.
Also contact your local cybercrime unit and report it there
