Trying to open with PC Windows Vista

Unzipped file and trying to open in my Windows Vista PC does not open just has a Java sign saying loading date. Please help...

If there is no Java on your computer, that screen should lead you to the Java download page from where you can download and install Java:
https://java.com/en/download/

It looks like a Java issue on your computer. I am googling it and so far the only suggestion is to remove Java from the 'add/remove software' list in your computer settings and downloading it again.

If you are going to download Java, you can directly download a JDK (which is a bigger file) rather than the JRE (JDK includes JRE).
