We use the same Apple ID on both iPads. We set them up with the same key code or whatever you call it to get in.
Apps, you have to set them up individually for each device.
For the record, unwanted apps are very easy to remove. Just hold down the app icon until it begins to wiggle. A little x appears on one corner. Push that and poof! it is gone. You can drag your icons around also while they are wiggling.
To get out of that mode, depress your "home" button on the end of your device.
