What program can I use to create a digital scrapbook template?

I have done a lot of digital scrapbooking, but want to update a little so that I can create a template that the buyer can insert their own pictures or text into. Does anyone know of a program that I can do that in?

Hi Megan, one of my kids got me Print Artist for Christmas, and it does have scrapbooking templates. I am just getting started learning how to use it and I do not at all know if it is one of the better programs or not. You can design from scratch or open a premade project. On the other hand, I also do not know if you can sell anything you create using it. Sorry, I guess I'm not being much help.

Have you tried Gimp? It's a free download and it doesn't have the templates but
if you know how you can create most anything.

Thanks. I'll have to look into that. I am trying to make something like this. A design that the client can edit in adobe reader.
