What is the best method for resizing prints in photoshop or paint shop?

Hi, I am new to selling photographs and am trying to figure out all the details that go into selling prints. I use paint shop pro to resize images but just realized I do not know the best way to resize a print to make it smaller, without losing quality. I have my files at 300ppi which gives me approximate a 9 x 14 print size. How can I resize it to 5 x 7 without losing quality? Is this possible or do I have to crop it? I appreciate any help you can give me and thanks in advance!

Hi!
So I hope this is helpful but one website that helps you resize your image is www.picmonkey.com

1. Go to edit photo and upload your photo
2. Resize
3. 5x7 = 300 Pixels (1500x2100)
4. Depending on the photo you can choose to keep proportions or not

Another way I print out prints is through costco photo center
They have the cheapest rates and the highest quality.
If you choose 5x7 prints it usually automatically adjusts the photo for you
