What do I need to do if I want to knit and sell wool diaper covers?

Hi, I am looking to start making wool diaper covers. I will be using new wool yarn (possibly dyeing it) to knit them. What do I need to do to be in compliance? I had never heard of these regulations until today

First, start at the pinned thread 2nd from the top by the CPSIA ombudsman. Follow his links and read as much as you can. You also need to read the links above to the FTC. Your diaper covers will also need FTC labeling and will also include "Wool' labeling so keep going down the pages until you find the wool labeling instructions. You will need FTC Care, Content and Wool information. After you have done this, then we can answer your questions and the answers will make more sense to you.

Okay, so I looked at those websites. I'm having trouble figuring out exactly what applies to me.
It looks like from the CPSIA I would fall under Group B in the small business, because I will not be making more that 1million a year, or 7,500 units. I believe my product would fall under "wearing apparel" and/or "children's sleepware", since wool diaper covers are worn day and night. It is my understanding then, that I would have to register as a small business manufacturer but would not be mandated to do any testing. Is that correct?
The FTC has me a little more confused. Where do I have to label it? Is including a card with the care/content instructions sufficient?

Your CPSIA and FTC labeling should be sewn on the inside of your diaper cover. Are they pull on or will they have snaps?

They are pull on with a drawstring, which will also be made with the same wool.
My concern with putting the label on the inside is that it will be touching the actual diaper and will therefor get wet with pee. The diaper cover, being wool, will only need to be washed about once a month, but the label will get wet and stinky.
What all has to go on the label?
