You can call many of the different notions manufactuers to see if they will give you a GCC or COC with the required CPSIA infomation. The supplier supplied certificates will hold you until Feb 10th 2010, unless things are changed to allow component testing after that date. There are other exempt materials that could be used to make buttons as long as they are untreated like shells, sea & freshwater pearls, horn (bone), and many other items found on the exemption list.
