Testing and Registration for 100% fabric stuffed toy for 3+ years

I've read through so many things and I feel like I've come full circle. My question specifically relates to sewing a stuffed toy that is 100% textile and will be stuffed with either polyester or wool stuffing. As I understand the laws, because I'm only using fabric, I don't need to do lead testing, and because this is a toy that is for children over 3 I don't need to do small parts testing. So do I still need to register as a Small Batch Manufacturer? I'm planning on doing a seam test (mostly for my own knowledge and so I can sleep at night). After my first feeling of being completely overwhelmed at the requirements, now I feel like I'm missing something because it seems rather easy. I'm working out the label requirements, but am I missing something else?

If you don't register as a small batch manufacturer, you will have to send your toys to a certified lab for any testing. How are you going to be sure that your toy won't be used by a child under 3? Better to design your toy to be young child friendly. You will have to have tracking labels and keep records of supplies. And don't forget that there are state labeling laws for stuffed products. It has to do with certifying that the stuffing is clean and new. Pa, Oh and a few other states require registration and labeling. You can do a google search for stuffed toy regulations or search these discussions for links.
