If you want to sell anything for children under 13, you are required to follow the regulations of the CPSIA. These are just for fun, or for just large corporations. You put a bow on a headband or an applique on a ready made t-shirt, you are considered a manufacturer and all the rules apply to you. Ignore them you can be fined a very large amount by the government.
