Still have the same question

If everyone, I mean everyone is supposed to have their products tested, should I not feel very confident that the fabric I buy from our local quilt shop and the ribbon and any other supply I purchase has already been tested?

Fabrics, as of now, are exempt from testing. As long as you have the proper labeling on your pieces, you should be fine. If you have zippers, buttons, etc. you'll need to test.

But, if everyone is supposed to follow through on testing, isn't let's say a zipper, tested at the factory already? Just being an anal person I know.

I wouldn't assume they are tested because large companies are getting around it by saying that they aren't intended for children. I emailed one button company, and even though they were brightly colored, shaped buttons, they 'aren't intended for children under 12' so they hadn't done testing. I'm not assuming anything!

The problem is that you only have to test items that are intended for children. A zipper isn't inherently intended for children. But once you use to make something intended for children, YOU are required to test it. It stinks.

I must say, I am not trying to be a pill about this issue, but, the legislation was intended to control imports from one country (who knows the real reason why, little people like us will never know the real reason). I rarely make items for children anymore, although my three girls and many of the their friends were very happy recipents of my numerous designs, but, i was just curious how this issue got so blown out of proportion, usually an issue like this has an underlying reason for existence and I often ponder what the original intent was for the legislation and eventually the quite complex law.

I would have to agree and as a former legislative analyst, I have seen plenty of self serving legislation (or serving someone's husband, wife, kids, cousin, etc)...lol

Eventually, there's going to be a notions company that has the bright idea of testing all of their products and marketing them to people like us who can't affort the testing. We'll be willing to pay a little more to get items we don't have to test and they'll have a dedicated customer base.
