Question about masks

Okay! So I finally got my stuffed animals under way and compliant and now I'm wanting to add something else to my shop....and I'm not entirely sure what category this would fall into, since it's not a toy per se. I am making wool needle felted masks that tie in the back of the head with yarn...and I'm not sure what requirements I should follow (or if I can ) with these. While the needle felting adheres the wool together, one could pry it apart and rip off a chunk if they tried hard enough. I guess that's my main concern....also with tying the yarn in the back of the head to keep it on. I wanted to keep it all made from wool hence the yarn. Does anyone have any thoughts? Thanks

IIRC the chunk size/choking issue is just items for kids under 3, so as long as it's properly marked for older kids it's not as big an issue. Since it's not a stuffed animal it doesn't have to pass the durability/weight test. I think a bigger concern is the length of the straps to fasten it. Will they tie and still be short enough?

Do you know how long is too long? Right now I have each side sized at 15 inches long...which would fit an adult head also (or at least on my size..lol) Would that be too long?
