Don't give up yet, call a few of the manufacturers or the importers of the ribbon directly. They may have and be willing to share the testing information with a licensed business that uses their products. Or you could try to contact the home office of the retailer or wholeseller that you've been purchasing from to see if they would foward copies of the CPSIA information they have on the products. Sometimes these companies have the paperwork but will not put it out on the WWW because they are afraid of some persons downloading it for fraudulent use. Be prepared to show whoever says they have the paperwork copies of your supply invoices, store receipts receipts for the components, and licenses for your business, they may or may not ask for those.
If all else fails then see if you can rework what you have, to see if products that currently fall under the CPSIA can be more targeted and marketable to adults for their own use than to just for use by or on children. The CPSC has repeatly stated that if a product is used equally or by more adults than children then the CPSIA does not apply, think of a plain "BIC" pen used by school children nationwide but also used adults working in offices mationwide. Unfortunately they also said, at least once, that you may need focus group studies to show where the appeal lies if the item is questionable, without stating what would make the item questionable.
