If you use American crafts printed ribbons you can call and get a letter showing their test results and stating that ribbons are safe.

sally's.com has plastic alligator clips with steel spring(steel is fine best I can tell as well as precious metals) here is the link to the clips.

as for the ribbon, I am lost. Is it fine or not now? Am I safe if I buy from a certain place? do I have to label it???(impossible) can it be for adults only. who has the FINAL word?

For now unless you have a COC or GCC either as hard copy or at a permenant website that states what the lead levels are for that raw matertial, a simple statement from the manufacturer stating that they meet current CPSC levels or ASTM requirements is not enough for compliance with the CPSIA. See here for the requirements of a GCC http://www.cpsc.gov/about/cpsia/faq/elecertfaq.pdf . Until Feb 10th 2010 you can use the raw material supplier's COCs & GCCs to fill out your own GCC for your finished product, after that unless things change again all items for children under 13 will need to go for 3rd party testing at a US government approved lab. See http://www.cpsc.gov/library/foia/foia10/brief/102testing.pdf for the current proposal about component testing vs. finished product testing.
Several states Supeior Courts are holding the law to be retro-active so if the item is still for sale in those states, like New York, after 2-10-10 you will need the 3rd party testing even if you have previously filled out your GCC for that product.

I just read all 33 pages of the thread on "Everything you need to know about the CPSIA", the CPSC links, as well as all 7 pages of this thread about sellers for hair accessories. I think I understand now, but please correct me if I am wrong! If I am going to open up a shop, I have to have a letter from the suppliers of my components for ribbon, clips, adhesives and embellishments stating that their products have been 3rd party tested. However, this is only good until February 10, 2010 then I have to send my products to a lab to have them tested, then label my products as having been tested and provide proof of certification...to sell barrettes, clippies and bows? Thanks for clarification.

Did I miss a link ? Where is the link to a form where I fill out my own GCC based on raw material supplier's COCs and GCCs? This is getting overwhelming and I am beginning to wonder if I should even open my shop now. What is the sense in paying for a $1000 test to sell a $5.00 barrette?

See here for what is required to be written on a GCC http://www.cpsc.gov/about/cpsia/faq/elecertfaq.pdf .
I have yet to see a prepinted form where you just fill in the blanks with your imfo for a GCC.
