Guys,
Still looking up info since i'm trying to get my headbands out here, I want to find out any info and potential people I could buy from:

elastic lace, is it exempt? any compliant suppliers you know?

plastic headbands or those plastic ones covered with fabric?

regular elastic used for headbands like the braided regular ones sold at all craft stores?

The elastic is exempt not sure about the rest..

I think plastic headband no are exempt but not sure....

Elastic is lead testing exempt but not phthalates testing exempt, even if it is inaccessible.

Of course, the phthalates testing only applies if the item has "play value" (as in if you intend to offer headbands as costume)or is a child care item.

So unless you are offering headbands as a costume/dress up item, you should be good.

All these rules are a headache! :)

Also, any non-exempt items which may need lead testing do not require testing if they are fully inaccessible to the child. So, even though the plastic in the headband may require lead testing, the fabric covering should make it exempt. Fabrics which are dyed (but not printed- an important difference) are exempt from lead testing.
