http://www.cpsc.gov/about/cpsia/faq/elecertfaq.pdf , will tell you what you need by law on your GCC. If all of your raw materials, like non metallic looking fabrics and threads, are on the exemption list
http://www.cpsc.gov/businfo/frnotices/fr09/leaddeterminationsfinalrule-draft.pdf this maybe what the retailer is looking for rather than the exepensive lead testing. If your items are made with entirely exempt materials you may need to also send a hard copy of the exemption list highlighting which materials you used to show that the government does not require lead testing on items made that way.
If it's certs on other testing like durability or small parts there are no exemptions from this if your products fall into the target age group (birth to 6 yrs old) that requires this type of testing.
