In the Q & A section starting on pg 13 it says we can use supplier testing for our non-exempt components.

But it is GREAT news that they are finally considering that individual crafters are not huge manufacturers who can do 3rd party testing

I'm glad to see that they are still referring to Section 16 CFR part 1303 regarding lead in paint. If you dig deep enough in that document, there are exemptions and artist's paints are one of them. It's my only hope. :)

I've been trying for 2 days to open this file. I got it last night. It keeps telling me the file is damaged and it won't open. GRRRRR! Is there someone who has saved it and can send me a copy?

FayeMaloneDesigns, I'm looking forward to your take on this one. If I'm reading it right, it looks like I won't have to test the buttons or snaps I'd like to still put on doll clothes? I have the certificate of compliance from The Snap Source for my decorative snaps, and would love to still be able to use them after Feb. 2010!

At a quick read I'm thinking that they are saying if you can get a cc from the manufacturer that they have tested then you can use that. Now the trick is getting them. Good for you if the snap source will give you their testing information. I think now we need to lobby the button, zip manufacturers to test, and make those available to us. And I didn't see anywhere that we couldn't share copies.

This is good news for me.....hope it gets approved. If all the fabrics (cottons) are exempt and I have a letter from Velcro....guess I should get a letter from Sulky for the embroidery thread.

One note about the manufacturer testing information, I believe it says the manufacturer must use a CPSC accredited lab in order for you to use their certs...

ourkidsboutique, I'm guessing your embroidery thread is exempt too (like fabric, unprinted ribbon, lace, thread) unless it has that sparkly metallic stuff in it ...

PLEASE be aware that this is NOT a final document or accepted policy. It is a DRAFT that must be VOTED upon by the CPSC. If passed this will be wonderful - but it has not passe yet - at least there is no indication anywhere that it has. As soon as this draft becomes policy things will get much brighter. But there are two on the CPSC who like things as they are so keep your fingers crossed that the other two (including our friend Nancy Nord) influences at least one of the others.

I beleive that comments are open on this until January? So, we're probably not going to see a final rule until just before the stay is set to expire. A tight timeline, as usual...

While this is only a draft, I beleive pretty strongly that they would not have published this as "guidance" unless they were in agreement on these issues. Just my 2 cents....

Everyone please remember that this is just a draft, really just an internal guideline to the CPSC personel, & that we need to keep pushing for it to be officially incorporated into the actual law. That will take an act of Congress or the House otherwise future CPSC / CPSIA chairpersons can look at the prevous administrations recommendations and overturn them.

This is still a DRAFT document which has to be approved. Hopefully it will without changes that affect us but until it is approved, we cannot relax
