GCC and Small Business Manuf.

These things are new to me. I have read what I can find in the team discussions regarding these (I realize there are a ton of threads and it's likely I'm overlooking the bulk of info I need - feel free to point me towards a thread if that's easier), and I have a few questions...

I see that I need to register as a Small Business Manuf., and I also read through the discussion regarding using a personal email address and the form letter we should use to avoid a hassle. My question is - what is the purpose of this registration (likely a stupid question, I know)? I understand the CPSIA and FTC label requirements, but this is new to me...

Second, I've been asked to sell my items consignment at a shop in my local area. I understand I need to provide a GCC to the shop (although they haven't asked for it, but I want to be sure I do so if required by law). What is the purpose of this? Do I need to do this if my items don't contain materials that need to be tested (no beads, buttons, snaps, zippers, etc - only fabric)? Is there a form letter I can use to create my own GCC?

The purpose of the registration is to know who is making what and to keep abreast of new laws, and regulations. The benefits relieve you of some actual testing if you are in fact registered. You still have to use products that are compliant, so you need to know the laws for your product. You can use vendors testing results for some things. , if you don't register, you will not be able to use them, you will have to do the testing yourself.

Yes if you sell wholesale you will need to issue a GCC covering your items, even if they use supplies that are exempt. When you register as a small batch manufacturer, you are allowed to use you registration number and make a statement that you are exempt from testing, and you list the rules that cover your exemption. It is explained on the site.
