Sorry to tell you BooBoosBowtique that the CPSIA is already a law as of Aug 14th 2008. The CPSC is trying it's best to interpret this law in a helpful way for businesses small & large yet still follow the letter of the law as Congress & the House voted on it & President Bush signed it to law with thoughts of protecting children. As part of this law stands - every item meant, for market to, or falls in the government definition of a product for children under 13 plus certain adult products that contain paint or varnish will need to be tested for lead. There are certain raw materials exempt from lead testing, like many fabrics, yarns, & threads (there are a few exceptions to the exemption). But if any one element in a final product is not on the exemption list, like a button, screen print ink, or zipper, the whole item may need testing. There are discussions going on at the CPSC as to what will difinatively be needing testing as a child's product and what needs testing regardless of the age of the user.
Unfortunately the link from the OP is only for a blog by one person on the commission at the CPSC and it may not be the official "final" word on the subject for now. Best thing to do is to check the CPSIA website fequently to make sure that you have the most recent info on the subject.
