OK, i am REALLY unclear on this: some say fabric and yarn are exempt and some say the law applies (i know about the stay, i am talking about when this goes into effect). Which is it? i can't find it (specifically) here:

i read somewhere else that "wood and untreated fabric and yarn are exempt" and my question is, of course, what does 'untreated' mean?
