Customer wants to know what CPSIA is?

I had a custom convo me lastnight wanting to know what I meant about CPSIA, she's never heard of it.

Rather than search through ALL these threads, does anyone have a link with a summed up version of whats going on, so I can easily explain to her? I still find it all confusing myself.
