Cpsia questions: labeling and warnings

Hi Team! I just recently returned to Etsy after a long hiatus and I am looking to sell a children’s product (I already make an adult sized version). I’ve contacted the CPSC small business ombudsman a few times but I haven’t heard back so I was hoping maybe someone can give me some insight.

I want to make lanyards in kids sizes but I want to make sure I follow the regulations properly. I registered as a small batch manufacturer already. My questions are:

1. The item is made from 100% polyester ribbon and resin snaps (snaps have a compliance certificate from manufacturer). In this case I dont have to do my own testing?

2. What is the requirement for something that goes around a child’s neck- do I need a warning, do I have to add a breakaway clasp? 

3. Do I have to add a tracking label to the packaging since I can’t add it to the item? Or can the tracking be something included on the packing slip?

The lanyards would NOT be for kids under 3 years of age.

PosyPop, Curious if you ever found out any more information on your product? 
i would like to make aprons for children. 
I have similar concerns and questions.
