You should be able to find clip manufactures that have done testing on their clips. If you ask them, I would think many clips are made from stainless steel, which is exempt. As for the sharp edge testing, hair clips aren't sharp enough to cut when touched. Yes, with force one could be cut if a child tried stabbing another child with one, but in normal use no. My younger brothers got into a fight then they were very little, and one threw a block at the other. It hit him in the lip and split his lip. The edges weren't sharp, it was the force of the edge hitting a soft body part. I haven't seen a hair clip that had a "sharp edge". A sharp edge would be a defective hair clip.
