Ok after much searching I have found one of the "AGE DETERMINATION GUIDELINES" this one is only for "Relating Children’s Ages To Toy Characteristics and Play Behavior". So in my opinion this is what the CPSC will use to define what they consider toys.

I'm still looking for the age determination guidelines for other children's product lines such as furniture, clothing, eductional aids, jewelry, etc. Any help would be appreciated.
